In a large bowl, mix vinegar, wine, beef broth, sugar, bay leaves, peppercorns, and cloves. Add onion, carrot, celery, and garlic.
Place the beef in the marinade and refrigerate for 24-48 hours, flipping it occasionally.
Brown the meat in butter or oil in a large pot.
Add vegetables and some of the marinade to the pot. Cook over low heat for 3-4 hours.
Remove the beef and strain the cooking liquid.
Thicken the sauce with a paste of flour and water.
Slice the beef and serve with the hot sauce.
